Uganda Human Rights Commission Orders Immediate Release of Eddie Mutwe

The Uganda Human Rights Commission (UHRC) has issued a formal directive demanding the immediate release of Edward Rogers Sebuuufu, popularly known as Eddie Mutwe, over what it calls unlawful detention by security agencies.
Mutwe, the head of security for opposition leader Bobi Wine, has been in custody since April 26, 2023. The UHRC’s order, signed by Chairperson Hon. Mariam Wangadya, cites constitutional violations under Article 53(1)(d) and Rule 31 of the Commission’s procedural guidelines.
According to the UHRC, continued detention of Mutwe without formal charges or due process breaches his fundamental rights and contravenes Uganda’s Constitution. The order was addressed directly to the Chief of Defence Forces under the Ministry of Defence and Veteran Affairs.
"Whereas Edward Rogers Sebuufu also known as Eddie Mutwe has been in your custody since 26th April, 2023 and whereas the Commission is satisfied that he is being unlawfully detained or restricted, this is to direct you to cause the immediate release of Edward Rogers Sebuhufu from your custody failure of which, you may be liable for contempt under Article 53(1) (d) of the Constitution,"the Commission stated.

The case has drawn widespread public concern, with civil society and human rights advocates calling for immediate action. As of this report, the Ministry of Defence has not responded to the Commission's directive, and Mutwe remains in detention.
The UHRC’s move marks a rare but bold step in challenging the government’s handling of political detainees, signaling increased pressure for accountability and the protection of civil liberties in Uganda.
